The Former President's Woke Alarm Misses Europe's Real Danger: Economic Decline.

Donald Trump's security policy document presents a misguided assessment of the European Union. The document asserts that unrestrained immigration and what it terms "progressive" agendas represent an grave risk to European civilization. Yet, this perspective rests on a fundamental misreading of the situation. The true danger facing the EU is not cultural but technological and economic lag.

A Glaring Growth Divide Between the US and Europe

The data paint a sobering contrast. Between 2008 and 2023, US GDP grew by 87%, while a mere 13.5% growth for the European Union. Over this period, European income per person dropped from over three-quarters to just 50% of the American figure. Strikingly, even Mississippi now has a greater average income than major European economies like France and Italy.

Today, about half of the world’s top fifty technology firms are American, while only four are from Europe.

The Technological Deficit: A Critical Question

This widening economic gap stems from superior efficiency gains in the United States, largely due to technological innovation and higher total factor productivity. The landscape of global tech leadership is overwhelmingly US-centric. Over the past fifty years, 241 US firms have grown into companies valued at over $10bn, versus just 14 in Europe.

This disparity prompts a vital question: As the competition for future industries like semiconductors, AI, and fusion energy, where does Europe positioned? Experts widely concede it is largely a contest between two between the United States and China, with European nations starting at a significant disadvantage.

Root Causes of the Continent's Innovation Gap

A number of major factors explain this technological divide.

  • Venture Capital: The United States has a far deeper and more dynamic network for funding startups. Europe still lacks a genuine unified investment market, a factor that caps the scale of emerging companies.
  • Bureaucratic Hurdles: Complex and divided rules hamper European business. A US startup can introduce a product under one set of laws to access a consumer base of hundreds of millions. The European Union, despite a bigger population size, is divided among 27 different national systems, creating huge internal barriers.
  • Cultural Attitudes: Views on entrepreneurial failure vary greatly. In parts of Europe, business failure was historically met with stigma, whereas in the United States, it is often seen as a badge of experience.
  • Military Investment: The United States enjoys a deeply integrated academic-military-industrial complex. The continent's chronic underinvestment in military capabilities has eroded its capacity for pioneering research.

A Path Forward: Reasons for Hopefulness

Despite these challenges, there are causes for hope. Policymakers are growing more conscious of the existential challenge and have started to propose substantial change. Notable reports on EU competitiveness and the internal market highlight the necessity of major reforms.

Given appropriate policies and regulatory reforms, Europe's strengths might enable far greater degrees of business-led breakthroughs.

Europe retains significant advantages: high-quality human capital, top-tier education systems, and premier research institutions. Coupled with a large internal market and high savings rates, these foundations have the potential to unleash a new wave of investment and entrepreneurship.

Importantly, even if Europe does not take the lead in developing next-generation technologies, it can still dramatically boost productivity by implementing and tailoring advancements from other regions.

A Critical Juncture

The European Union now stands at a critical moment. To paraphrase a famous line, economic erosion often happens "slowly, then all at once". To date, Europe's slide in innovation has been gradual. But, if it fails to take decisive action to address its structural weaknesses, today's slow erosion could turn into a rapid and permanent loss of world influence.
